JOURNAL OFFICE OF LEGISLATIVE COUNSEL Tuesday - 20 December 1966 Delivered a letter concerning insurance claim with her late husband's life insurance company to Homer Lee Krout, Administrative Assistant in the office of Representative Joel T. Broyhill (R., Va.) 2. Mr. Helms advised that he had met with Senator Fulbright today. They discussed Vietnam and the question of Mr. Helms' appearances before the Foreign Relations Committee next year. No conclusions were reached on either topic. As to the question of Agency's use of Fulbright scholars, the Senator indicated that this was an older incident, that he did not remember the name of the individual, and that they might go into it further at a later time. 3. Reviewed with Messrs. Blandford and Kelleher the specially prepared paper on intelligence estimating on Soviet ABMs. Mr. Blandford appeared to understand this topic and indicated it would require careful explanation to the House Armed Services Committee early next year. Mr. Blandford also requested that we prepare a paper for him on the question of whether intelligence could detect a Soviet nuclear device put into orbit in a satellite. Mr. Blandford also asked us to give him a run down on recent Soviet satellites, including two that apparently exploded last fall. 4. I I Met with Robert Michaels, House Appropriations Committee, who requested some assistance on recent reports that the Soviet Union had stepped up its defense expenditures by about eight per cent. 5.
