I I Mr. Jack Leahy, State Department Congressional Relations, called to discuss the matter of the Soviet Consular vention treaty. He indicated that Under Secretary of State George Ball and others were interested in the exchange. of correspondence between the Director and FBI Director J. Edgar Hoover on this subject. Late in the evening, Mr. Leahy called back to say that the White House had been "needling" the Department on the subject of the Consular Convention and had requested a copy of the letter from Mr. Hoover to the Director. When queried as to the name of the requestor in the White House, Mr. Leahy responded that it was Sherwin Markman in Henry Wilson's office. I indicated that we were reluctant to make a copy of this letter available without first checking with the Director since he had been personally involved and indicated this would be raised with the Director on Monday morning.
