on the weekend of 1 November through 4 November and asked if we could
"set something up for him" on either the first or the fourth. I told
Woodruff that I was sure that we could, that I would check to see which
of these days would appear to be better and I would be back in touch
with him.
Mr. Woodruff indicated that he would be in the area
would be necessary to conduct the review in a 24 hour period.
I ill Woodruff, on the staff of the Senate
Appropriations ommi ee, called and said that at the request of Senator
Russell they would like the Agency to conduct a security review of a
particular sensitive document. The review is to be conducted on a
strictly informal advisory basis. I told Woodruff we would be happy to
do this and he is to let me know when it is available. He added that it

had con ac e him about a letter the Department of State had received
from Senator George Murphy. The letter transmits a constituent inquiry
which is critical of the State Department, the Agency and the Administration
with regard to the recent Soviet invasion of Czechoslovakia. The inquiry
quotes from an Intelligence Digest article which is critical of U. S. handling
of the Czech crisis. A copy of State's proposed reply to Senator Murphy
has been made available to Mr. Goodwin who had no objection and suggested
that we might provide Senator Murphy with some selected news items
commenting favorably on the role which intelligence played in this situation.

continued to be critical of the lack of cooperation he as receive.d from
the Executive Branch in obtaining any information regarding the

Department, DIA, AEG and ourselves and has received virtually no
assistance, however. My meeting with Murphy lasted for over an hour
but I repeated our previous position that the Department of Defense was
the agency of primary responsibility on NATO matters of this sort.
Murphy made it clear that when the Director appears before the Joint
Committee for his annual briefing early next year he will be questioned
in depth on this situation. He also inferred that the Committee might be
writing to us requesting a formal response
