5. I I Called on Senator Joseph M. Montoya
(D., N. Mex.) and invited him to the Agency for breakfast with the
Director and any briefings he might desire. Montoya said that he would
be delighted to come and expressed the desire for briefings on the Agency
charter and organization, a briefing in some depth on Latin America, and
a rather cursory briefing on Southeast Asia. I suggested that, although we
would be very willing to brief him on Latin America as an entity, this
would be very time consuming if it were to be done in depth and thought
he might be better served on briefings of troubled areas. He agreed that
this would be a better approach and specifically requested Guatarnala and
Argentina be included. Additional countries which have been suggested by
William Broe, C/WH, are Haiti, Venezuela, Panama, and Ecuador. It
was agreed with Senator Montoya that I would check the Director's calendar
and be back in touch with his personal secretary to arrange a specific time.
6. I I Returned the 13 September 1966 transcript
on Government Use of Comsat to the Subcommittee on Military Operations
and picked up the 14 September 1966 transcript, same subject, which was
transferred to office, to be returned to this office tomorrow.

Reference to the desirability of establishing these had been made in a recent
JEC report.
I advised Jim Knowles, of the Committee staff, that some of our
people had recently met with Senator William Proxmire (a member of the
Committee) and given him a briefing on the economic situation in Communist
China. Knowles said Senator Proxmire had mentioned this to him and had
commented that he had found the briefing most interesting and informative.

Senate Preparedness Subcommittee staff, regarding the status of the Sub-
committee's hearings on worldwide U. S. commitments. Colonel Smith said
that no further plans had been made with respect to Secretary Rusk's
appearance in executive session and it was quite possible this would not
take place before the end of this session.
