1. The Training Selection Board held four meetings during the
period 11 - 13 April 1966 for the purpose of selecting nominees to attend
an academic program in Systems Analysis. The program is being organized
by the Bureau of the Budget and the Civil Service Commission and is to
be administered by the National Institute of Public Affairs. CIA's
action was in response to an invitation from Mr. Charles Schultze to
nominate at least two persons for the new course by 15 April 1966.
2. The Training Selection Board examined the detailed data pre-
sented by the Directorates on six initially recommended candidates, it
reviewed approximately twelve additional personnel folders of candidates
whose names subsequently emerged as deserving of consideration, and it
took note of two general compilations of potentially qualified Agency
employees, one of which was a set of biographic profiles on graduates of
the CT Program.
