Jones Chairman, United Staten Civil Service Commission Subject: Why have Career Executives Mr. Jones will examine the issues of the extent to which career people can rise in go-rernment service. On the reverse side of the coin be will give us his opinion as to the extent political appointees should be injected into government programs, management and staff responsibilities. _ ____ .The new chairman of the Civil Service Commission is extraordinarily well qualified to speak on this subject. He entered the Federal service in 1933 and served with distinction in a series of posts with the Central Statisoal Board and the Bureau of the Budget. After nearly ten yearsAs Assistant Director for Legislative Reference he was appointed in September l958 as Deputy Director of the Bureau. During World War II Roger Jones served in the Army most notably with the combined Chiefs of Staff where he became a Colonel before demobilization. Jones has been awarded the Legion of Merit, the Order of the British Empire the National Civil Service Leagues Career Service Award and the President's Award for Distinguished Federal Civilian Service.
