Couriers
Couriers have:
Fire Arms Permits
Top Secret, SI, R&D, Que, Cosmic, Seato, Nato
Drivers Permits
4 cars all 2 way Radio Equipped
These are outside Couriers who service the White House, State, NSA, etc.,
(See attached schedule).
OCI does not require receipting and control behind the barrier, even
to OBI behind the barrier.
Cal 61 OCI handled 63,837 pieces ofmmail. 1900 of these were bulky
pouches for Overseas.
Of the 63,837, OCI Couriers handled 5,000-the balance was handled by the
Central Mail and Courier Service.
OCI has a list of names of authorized recipients, both Agency and Outside
which couriers must know.
Normally Courier Receipt Form 24+0 used on all outgoing material.
All SI material pouched through 0/8 Registry.
OCI bandies all SI materialfor Coumo.
Couriers always travel in pairs and carry Fire Arms.
Outside Couriers sometimes fill in Registry with logging, etc.

OCI has Couriers assigned from the Central Courier Service making
internal delivereies-also shown in attached Schedule.
OCI says outside couriersre g nerally the contents of documents
they are carrying but that they are not permitted to answer specific
on general Questions concerning a subject 4'intelligence matter.
They are instructed to answer that they don't know but will see that
the requestor is furnished the information.
OCI says they no loiQger make the run to AEC Germantown, but have
arranged to meet an AEC courier who rides a bus to 1717 H Street
from Germantown. Does this indicate that much of the other GCI
material can be delivered through normal channels and can go at a
slower speed than the Special or Hand-Carry method.
