It is doubtful if ever before two brothers
1 ave served in such delicate positions as do
ohn Foster Dulles, the secretary of state,
d Allen W. Dulles, head of thew Central

e able to judge during their lifetime the
uccess or failure of the Dulles brothers.
While their work is closely related, their
bligations differ widely. For instance, See-
etary Dulles has an obligation to keep the
nblic as .informed as possible on what the
oreign policy is and the reasons behind it.
But CIA chieftain Dulles has no respon-
ibility to keep the public informed. On the
-ontrary, his agency was created to be,
ecause of the nature of-its work, the most
ecret in government.
Thus, the full achievements, or mistakes,
f CIA'Dulles may never be publicly known.

Although this newspaper will vigorously
nsist upon the public's right to government
nformation, the CIA is one area in whit
