1. 1 have reviewed the publication at your request and have
also discussed the security implications of the publication with
TSO/CiA. Certain assessrrxents are readily
apparent:
(a) Since we were given Copy No. 210, we must assume
that at least that number of copies have been dissemi-
nated. This would preclude, under ordinary circum-
stances, our d.creet and successful effort to have the
paper recailod.25X1 C
(b) The author holds
no special clearances. He could be commended for the
excellence of his research inaerruch as the entire paper
is based on unclassified material, aerospace publications,
and classified rnateral not exceeding the Secret level.
It should be further noted that the author refers to photo-
graphic satellite reconnaissance being done by the United
States. It is a U. S. Governmental policy that any each
25X1 C reference roust be in 'tile TKH security control system.
Since the publication under consideration is a 25X1 C
25X1 C publication it follows that the TCO for
should be apprised of the matter.
25X1 C (c) Consideration should be given to requesting the
TCO to brief the author TIC.
This will accord the required control over Subject and
should preclude they publication of a Part III Reconnats-
sance Satellites Booklet at the secret level. It to recom-
mended we implement this course of action.
