for Permission to Present a Manu-
script
1. 1. You will recall our conversation of several days ago
regarding determinations that have been made with respect
to your request to travel to Moscow and to present a manu-
script before the

2. This memorandum is being forwarded you for record
purposes so you will be formally advised that the Office of
Security has disapproved your request to travel to Moscow
as inconsistent with established Agency policy for staff em-
ployees. You are also advised that the proposed manuscript
has been processed by both the Office of Security and by the
Office of the SA/ICI (Public Information). Berth organizations
have interposed no objection to the presentation of the manu-
script to the XVIIIth International Congress of Psychology.
3. It is requested that your actions in this matter follow
the guideline patterns established in our conversation of
several days ago. It is further requested that if any in-
formation of a security of Agency policy nature arises with
respect to your proposed presentation, you bring such in-
