SUBJECT : Agency Policy on Writing for Publication
and Speaking Engagements
1. Despite a number of attempts during the past several months
to write a paper which would clarify the Agency's policy covering
w -iting for open publications and public speaking engagements by
A ancy employees, I know that there is still a great deal of confusion
al out this matter. Quite definitely the Assistant to the Director, the
Director of Security, and employees generally are entitled to clear
policy guidance in this regard.
2. I would like to meet with you or anyone you designate to rep-
.ent you in the Director's Conference Room at 2 p.m. on Thursday,
-a August, to discuss this general subject. I hope that we can agree
a set of principles which can be incorporated into Agency regula-
tions for the official guidance of all employees. I should appreciate
your giving this matter your careful consideration and being prepared
to have your views presented to the assembled group.
