In response to the Prosident'e memorandum directing ti tl Department and Agency to adopt form programs for the -.c-rncnt of the filling of vacant positions and reductions in planned travel durinY 1967, the following information is submitted: a. Deferment of the yillin of Vacant Positions: I nm reaso iy cc xtain that in view o - e curren ccr:petition for scientifically and technologically trained individuals, position vacancies will exist in this Directorate Whether we withdraw authorization for the filling 02 vacancies or we do not, It is impossible to forecast where each of these vacancies will located. As has been pointed out before, the Science and Technology Directorate has been striving for the pn st three years to acquire the staff personnel, both in quality and quantity, who are essential to the achievement of the levels of performance and accomplishment which were foreseen at the time the Agency established this organization. Any directed r c`uction, either through the authorization of lower cewlings or the designation of positions which must re:iain vacant, would seriously affect not only the ability of my officers to carry out their approved GROUP 1 ~. xclpded trcm xlJtana'.i: Approved For Release 2000/04/1: IA-RDP69 0059618O0Ol0 120002-1 deriaa~9a:'.ten Approved For Release 2000/04/13: CIA-RDP69Bq QQ0100120002-1 41 _- a . on (00 per coat of its approved budget nL .orization), additional travel will be authorized o14ii with~ thenpeersonal -approval of myself, my Deput 1, p 'U;raas, but would also have an unfortunate impact on the nomentu:a of our recruitment efforts which .:ny be now just begiunin& to bear results.. As you are well aware, while some iuereases ire Y 1957 ceilings were approved, the DDC1 was uzx ble to approve other, which were also felt to be Justified. The failure to receive authorizations for the position levels which were contained in our iz'_i.tial iiY 1087 budget proposal will affect the ac: ivit.ie:3 of at least two Off ices in this Directorate. I %.n. becoming, increasin ly concerned that project o ai tars and case off icera will be spread too thinly over a wide number of projects to afford maximum overview and direction to the contractors with when we are doing business. I am giving this a great deal of attention and will discuss this with you further if I feel we have reached the point where further exi union of our R&D program within vital and e zsentiai areas could not be unriertnb.-en because of either the lack of authorized positions- or? available scientifically trained personnel. Our Office of Computer Services may also soon experience a similar problem with respect to the requirements placed upon them for automatic data processing support In relationship to the availability of qualified personnel and authorized ceiling.. b. Curtailment in Dudgete Travel: I share the :Preside s concern c~vc~r ale for #3aY 3 i5.k money spent for travel. While I am not prepared to commit irrevocably this Directorate to a travel budget below the sum authorized in our l 1907 budget, I intend to instruct each Office Director to plan travel, both domestic and overseas, at a level 10 per coat below his authorized buy get figure. The necoasity for ea+r trip will be severely evaluated and unless a net benefit can be demonstrated, the travel will not be authorized.
