Designation as Emergency Courier
1. Mr. a senior official of this Directorate, serves
as Special Assistant to Dr. Wheelon. He also is a member of a number of
senior panels, some of which are sponsored by USIB. In carrying out his
assigned duties it is often necessary for Mr. to participate
in meetings at the Executive Office Building, the Pentagon, or NPIC. In
almost every instance Codeword material is involved.
25X1A 2. Mr. has advised me that,in all likelihood,there will

be circumstances arising wherein Codeword material must be taken to these
various meetings,and there would not be sufficient time for an official SI,
or TKH, or- courier to do this.
25X1A 3. It is, therefore, requested that Mr. be designated
an emergency courier for SI,TKH and -material with the understanding
25X1A his participation in this role will be on a very limited basis,and that
at all times a record will be maintained in this Directorate of the material
being transported. Your timely cooperation in processing this request will
be appreciated.
