.Deference is made to DDS&T memorandum 2278-66,
i-a above. In accordance with your request, we
e following comments wit. respect to the refer-
i. 3morandum :
I believe a clear def ' -,ition of what con-
a "DDS&T R&D contract" must be provided for
a_w_ec. Without such definition, the following ques-

(1) Are the contracts referred to funded
=pith CIA funds only, or do they in-
clude NRO-funded contracts?
(2) A List the contract f,11 under the
