SUBJECT: Program Planning
1. Difficulties encountered by O/PPB and the
Directorates in developing a planning and budgeting
format which will cover satisfactorily the diverse
activities in which the Agency is engaged have delayed
the programming and planning cycle. 0/PPB has advised
us informally within the past few days that they now
plan to request program descriptions and cost estimates
as the next step in the planning cycle later this month.
Prior to this call for programs, 0/PPB indicated their
intention to put out an approved set of Agency and
Directorate goals against which the programs will be
keyed. I anticipate that the goals issued will be
structured in a format similar to that which you developed
with Dr. Wheelon, and that the goal content in most cases
will reflect your recommendation.
2. The purpose of this memorandum is simply to advise
you of the above situation and to give you notice that we
will be tasked with further work in the relatively near
future.
