In February the DDCI directed that the DD/S&T undertake, in cooperation with the Executive Director- Comptroller, a manpower audit of the Office of Special Activities. Within the past three weeks, I have conducted a detailed review of the FY 1967 manpower requirements of each of the DD/S&T components. This has resulted in a proposed reallocation of FY 1967 component ceilings as follows: Component 25X1A O/DD/S&T ORD OSA OEL OCS OSI FMSAC OSP 4. The details of the activities for which these position increases will be utilized are contained in Attachment B. In summary, however, they are as follows: a. The Office of the DD/S&T will be increased 25X1A to a level of ^ positions. This is necessary at this time in order to perform those overview and management functions required to respond to the Agency's increasing emphasis on the application of uniform advanced management and control techniques. DA1 b, I propose to add ^ positions on the T/O of the Office of Research and Development. These 25X1A ^ will be utilized to meet, at least in part, their budgeted requirement of 0 which was 25X1A approved by the Bureau of the Budget but could not be allocated. These positions will provide an increased capability to carry out and monitor the rapidly expanding R&D program and related contract activity of the Agency and of this Directorate. 25X1A c. The. I feel that the Office of Computer Services ceiling authorization may be substantially below the level needed if they are to perform effectively those functions which they should perform as an Agency centralized computed support facility. However, analysis of their requirements over both the short and long term is being withheld until Agency policy in the computer field has been enunciated. 6. These ceiling reallocations will obviously require certain T/O changes and modifications.
