WASHINGTON, Sept. 21 -
Bolivia has captured photo-
graphs and documents that
show Ernesto Che Guevara in
the role of field commander of
the Cuban-backed guerrilla op-
erations in Bolivia.
"Guevara has been tile' bead,
heart and soul of the Eolivian
guerrilla operation, and he is
now on the run," an ipformed
source said.
[The hard-pressed guerrilla
movement has apparently
lost the initiative in its six-
month-old campaign against
Bolivia's armed forces, ac-
cording to a dispatch from
La Paz.[
The photographs, combat or-
ders, financial records 'ard per-
'sonal diaries were found by
Bolivian military forces cached
near a guerrilla encampment in
the Bolivian jungle. They are
to be presented to the Confer-
ence of Foreign Ministers of
the Organization of American
ttates, opening here tomorrow.

and other Cuban leaders in-
dicated that Mr. Guevara was

conducting revolutionary ac-
tivities "somewhere in Latin
America."
On Oct. 3, 1965, Mr. Castro
read before a public meeting
in Havana a letter attributed
to Mr. Guevara in which he re-
signed his position as the Cu-
ban Minister of Industry, his
rank of major in the Cuban
Army, and the Cuban citizen-
ship bestowed upon him for
his services as a column com-
mander in Mr. Castro's guer-
rilla army.
Frees Cuba of Responsibility
"Other nations of the world
calf for my modest efforts,"
Mr. Guevara was quoted as
having said in the letter." I
state once more that I free
Cuba from any responsibility,
except that which stems from
its example."
Then, last April 14, the
Executive Secretariat of the
Organization of the Solidarity
of the Peoples of Africa, Asia
and Latin America, based In
Havana, published an --article
attributed to Mr. Guevara, call-
ing for the creation of "two or
three Vietnams" in Latin
America and Africa.

Venezuela has proposed an
Inter-American stand favoring
commercial reprisals against
concerns in countries, such as
France, Spain, Britain and
Japan that trade with Cuba.
The proposal is not expected
to obtain wide support.
A condemnation of Cuban
support for subversion, as ex-
pressed recently in the meet-
ing of the so-called Organiza-
tion of Latin-American soli-
darity in Havana, and some
inter-American measures to
tighten control of the move-
ments of Cuban agents, money,
and propaganda will probably
be adopted.
