Met with Mr. Bun Bray, House Post Office and Civil Service Subcommittee on Manpower staff, We reviewed some of the legislative load of the Subcommittee and Mr. Bray advised that there are several measures, each of which are somewhat interrelated, that will be coming up after the first of the year, among those are S. 1035 (the Ervin bill) and Employee Management Relations bill. Mr. Bray thought that Representative Henderson, Chairman of the Subcommittee, might well enjoy visiting the Agency and that probably a morning schedule that would get him back to the Hill not later than 1: 00 would best suit the Chairman. 6. Met with Mr. Michaels, House Appropriations Committee staff, and explained to him the purpose of H.R. 13705 and left with him a copy of the explanation and justification. Mr. Mahon had asked Michaels what this bill did. 7. Talked with Mr. Woodruff, Senate Appropriations Committee staff, giving him the substance of my discussion with Senator Mundt of a few days ago. Mr. Woodruff suggested that if the briefing is held for Senators Mundt and Young,he felt it would be most appropriate for Messrs. Darden and Woodruff to sit in. I said I would do what I could on this. 8. Talked with Mr. Fensterwald, Subcommittee on Administrative Practice and Procedure staff, alerting him to the status of the wiretap bill insofar as the Agency was concerned. Also discussed with him S. 518, Administrative Procedure At of 1967. He indicated this had no possibility of moving this year and it was still open to amendments since no final Committee version has been agreed upon. 9. Talked with Larry Conrad, Subcommittee on Constitutional Amendments staff, alerting him to the action of the Sub- committee on the wiretap bill and asked him to pass this on to Senator Bayh. 10. Talked with Senator Charles Percy briefly and he expressed his appreciation for the continuing assistance we have been rendering to his staff. I stated we were happy to do this.
