Morning Meeting of 8 July 1966
Houston reported a State Department request to use an ORR
paper concerning FIAT's arrangements with the Soviets in taking
soundings on Capitol Hill in connection with FIAT application to the
Export-Import Bank. DCI directed that the paper if used be clearly
marked as an Agency paper.
