]Met with Mr. Philip Kelleher, Counsel, House
Armed_S .rv;ces Comm; tee. in response to his call. He inquired whether
the various news reports during the day of ho has defected STAT
to the Soviet Union, have any foundation in fact. He was concerned that the
reports indicated that ere former CIA STAT
employees. I advised Mr. Kelleher, after checking by telephone, that neither
I Iwere Agency employees. I also briefed Mr. Kelleher
concerning Soviet preparation for .a possible lunar mission tomorrow.
7. Late in the day I met with Mr. John R. Blandford --~
and briefed him in general terms on Soviet preparations for a lunar flight
tomorrow. Mr. Blandford appreciated the information and inquired why the
Committee had not been informed concerning the reported construction of a
Soviet aircraft carrier, and the confirmation by the Intelligence Community
of a Soviet fractional orbiting missile. He noted that the briefing by DIA,
which had been received last week on this subject, was considered to be quite
revealing by himself and other members of the Committee. Mr. Blandford
posed these questions in the hypothetical, and since he will be departing in
the morning for two weeks, he does not expect a response, but indicated they
will be items for consideration in the next Subcommittee meeting.

Remarks: Please note DDCI's handwritten comment:
"Item 7. In the sense that we use the term
there just ain't any 'aircraft carrier' abuilding in
the S. U. There is one (maybe more) which is
assessed as a helo carrier. "
/s/ T
FYI: I have dug out for Adm. Taylor the
Washington Post article of 23 October (page 2)
which reported statements on the Soviet carrier by
Adms. Holmes and Ellis. He is also aware that
the Director's 8 Nov. briefin will cover this
point.
