5. I IJSW) Talked with Representative Mahon
who inquired about s. pointed out that we had covered this in briefings
before the Subcommittee and in a very general fashion I briefed him on the
system. This brought it back to his mind. He then stated he thought we
ought to have a meeting very soon and asked that I work this out with Robert
Michaels, House Appropriations Committee staff.
Talked with Mr. Michaels advising him of my conversation with
Mr. Mahon and he said he would get to work on this and be in touch. I also
inquired of Michaels if he would check with the staff man who sat in on NASA
Appropriations briefings to determine if Mr. Webb had ever briefed on FOBs.
Subsequently, Michaels advised he had checked and the answer was in the
negative. In fact, it was pointed out that Mr. Webb meticulously refrained
from briefing on military space matters.
6. JSW) Talked with Fran Hewitt, Senate
Appropriations Committee staff, and asked him to check to see if Mr. Webb
had ever briefed the NASA Appropriations Subcommittee on FOBs. Later
Mr. Hewitt advised that to their knowledge this had not occurred.
7. JSW) Delivered to R resentative Glenard P.
Lipscomb an unclassified itinerary of Ion his current
trip abroad. Mr. Lipscomb in addition reminded me he had raised with
the Director the question of what would happen if the U. S. pulled out of
Vietnam. I indicated that unfortunately the Subcommittee had not met
since this problem had been raised and I was sure the Director was ready
to respond. Mr. Lipscomb indicated there had been some press comments
on this very subject. I inferred that he thought his query might have sparked
some thinking.
8. LLM) Met with Miss Arlene Branca, in the
office of Senator William Proxmire (D., Wis.), and read a lengthy, letter from
who states he is preparing a book on the Agency and its recruit-
ment methods . The gist of etter was that the Agency maintains a type
of Pavlovian control over certain -people Miss
Branca appeared to appreciate that the individual's stability may be honestly
questioned,
