Discussed with Mr. Bernard
handling of the Agency's legislative package
Martin advised that the package has been
referred out to State, Jus..ce, Treasury and Defense Departments and
Civil Service Commission for their comments. The Bureau did, how-
ever, request response by February 10, as I had requested, rather than
the normal 30-day delay which is given by the Bureau for proposed
new legislation. I expressed the Director's and Agency's appreciation
for their consideration.
8. Discussed with Fred Mesmer, Senate
Immigration and Naturalization Subcommittee, the best strategy for
insuring passage of the RFE and Radio Liberty legislation. Mesmer
thought the best thing to do would be to et at to e i s normal course
through the House sponsored by Representative Rodino. See Memoran-

9. Following up on Representative
Barber Conable's call of yesterday where he asked if the Agency could
have someone discuss with the SOS Club a background discussion on the
Soviet Union, he was informed that I would discuss this with the Director.
Thereafter, I advised Mr. Conable that John Morrison, of the Office of
Training, would be available and that I would accompany him. Mr. Conable
readily agreed to any ground rules we would impose. This will be a short
ten to fifteen minute general talk on the adjustments by the Soviets within
the Communist world.
10. Talked with Mike Manatos, in the White
House, concerning Senator McCarthy's efforts to have the Agency
investigated within the Senate Foreign Relations Committee. Mr. Manatos
did not seem disturbed about this indicating his view that the established
leadership would probably stall any serious moves. He saw no reason for
the Agency to attempt any action in this leaving it for the Congress to work
out. In the event the Agency were to be called upon by the Committee for
responses to an investigation this then would be a matter which would have
to be carefully considered by the Administration.
