5. Mr. C. Rodney Smith of RFE called
from New York and advised that he had received a letter from the
Guild in Munich informing him that they had written Representative
Rodino requesting an appointment to see him and Mr. Cline during
their visit to Switzerland. He proposed reponding to Mrs. Miller of
the Guild that although there is no objection to such a meeting that
Mr. Rodino and Mr. Cline are fully in accord with the Guild's desires
to see legislation reintroduced in the next session similar to
H. R. 14545. I agreed. Mr. Smith also wanted to confirm that there
was no indication that Mr. Rodino's bill H. R. 14545) had died in the
House Committee for any other reason than the lack of time for
further consideration before adjournment. I advised that we had no
information from the Committee other than failure of the Subcommittee
to meet again on this bill.

25X1 7. In connection with the request from the
State Department that we provide Congressmen Mailliard and Garmatz with
copies of a classified ORR Intelligence Memorandum (see Journal of
3 November), I contacted Mr. William Miller, in the Maritime Affairs
Office of State Department. Mr. Miller had contacted ORR on behalf of
Mr. Soloman, Assistant Secretary of State for Economic Affairs. I told
Mr. Miller that the Agency was reluctant to have its publications, particularly
those of aclassified nature, referred to, and disseminated generally to
congressmen and that we were quite certain that our Subcommittees would
feel the same way. With respect to the specific item, since it had been
mentioned only to Representative Mailliard and then only obliquely, it was
decided we would do nothing further on this unless Mailliard made a specific
request for it in which case Miller would be back in touch with us. I think
