SUBJECT: Agency Regulation on Payment of Night Differential
1. 1 ved a call on the afternoon of 27 September from
ceDeputy Director of Personnel. He said he had
F received a call from Policy and Planning Staff,
Office of Finance. ad noted that Personnel, Finance, and
General Counsel received identical memorandums from the Inspector
General requesting views on the validity of the provision of
I Iconcerning payment of night diffe t 1 n conjunction
with compensation for overtime. 0 asked if the three
addressees should get together and agree on a single reply to the
Inspector General.
2. I Icalled to ask our preference--whether we wanted a
joint reply or individual replies from each of the addressees. I
toldl - ]tha-rtiad sent separate memorandums in order to avoid
requiring the addressees to get together and agree on a joint
response. We thought it preferable for each office to arrive at
its views independently so that we might have the benefit of opposing
views if there should be disagreement. I also told Bob that I would
admit to a certain amount of deviousness in that I hoped to find
at least one addressee who agreed with my own viewpoint. Bob said
he thought it likely that all replies would support the IG position.
