SUBJECT : Deputy Director for Plans' Reply to Inspector
's Re-port on Survey of
1. The tone and thrust of the DDP Reply is constructive
and contributes to an objective consideration of the questions.
We are not inclined to contest the DDP "nonconcurrences" on
Recommendations No. 2, 12, and 23-a-
2. The replies on Recommendations No. 1, 6.a., and 30
are not final. In the instance of Recommendation No. 1, an
indefinite period of "transition" is envisioned. In Recom-
mendation No. 6.a. compliance at an early date cannot be
accomplished due to an outstanding real estate lease. The
major organizational proposal in Recommendation No. 30 is
deferred.
3. There are eight responses on which we wish to comment.
Some appear as unqualified nonconcurrences. Others are stated
as concurrence or concurrence-with-modification, although
study leads us to feel that they may reflect actual disagree-
ment. These questions are reviewed in the attachment.
