R&D PANEL
Minutes of Meeting - No. 1 - 24 November 1965
1. The first meeting of the Joint Imagery Interpretation
Review Group R&D Panel met on 24 November at CIA with all
members present except Mr. Reuben Spellman, DDR&E. The
immediate objective of the Panel will be to define the scope
of activities and needs within the Terms of Reference for the
Panel and to perform its assignment.
2. Items from this meeting which will be considered
further include:
1. Definition of scope with regard to R&D activity;
in particular, should the Panel confine its consideration
to activities sponsored by R&D funds, or should it also
include R&D effort which may occur under 0 and M funds?
2. Define image interpretation, or request definition
from the JIIRG.
3. Should the Panel consider work which may be done
in other government agencies, such as Department of
Commerce, NASA, etc.?
4. Does the scope-include consideration of processing
equipment, ADP, etc., which may be used for photo inter-
pretation?
