JOINT IMAGERY INTERPRETATION REVIEW GROUP
R&D PANEL
Minutes of Meeting - No. 2 - 30 November 1965
1. The JIIRG R&D Panel met on 30 November 1965 at NPIC with
all members present excepti CIA and Mr. Reuben
Spellman, DDR&E. The Committee was briefed on the functions and
activities of National Committee on Photographic Exploitation Equip-
ment (COPE) by Col. G. T. Sowers, USAF, Chairman of the
Committee. Copies of the charts used by Col. Sowers will be pro-
vided for reference.
2. Following the briefing the Panel met and transacted the
following business:
a. Minutes of meeting No. 1 should be changed by adding
Task Team 6 to paragraph 3 so that it correctly reads: In
addition to the scheduled presentation by the COPE Chairman,
presentations may also be desired from ISCIG and other activities,
particularly Dr. Ruth Davis as Chairman of CODIB Task Team 6.
b. The Committee will consider the problems of R&D
coordination without regard to the source of funds, i. e. , R&D
or M&O, for the present.
c. JIIRG will be requested to provide a definition of image
interpretation.
d. The Panel will not consider R&D work which may be
done in other government agencies such as NASA, etc.
C. The Panel will consider R&D activities pertaining to
processing equipment only to the extent that that equipment may
be required in interpretation (as opposed to duplication for dis-
semination) processes. This will pertain to such techniques as

f. The Committee will consider the R&D implications of all
source information, including multi-sensor, as it pertains to
interpretation.
g . Briefings by ISCIG, DDR&E and WESEG (Dr. Rabin)
appear to be desirable at this time, in addition to a briefing by
Dr. Ruth Davis, and arrangements will be made for these
briefings.
h. Pertinent organizational charters will be collected and
examined. ISCIG is in hand, and copies of the COPE presentation
material will be provided.
