1. I Icontractors have been instructed to prepare
detailed es pans for coordination with both the Detachment
and Headquarters for all special test activities. Since by
their very nature, these tests deviate from standard operating
procedures, in order to explore improved techniques and equip-
ment, it is often necessary to specify targets, weather
altitude, or flight patterns that will best verify the equip-
ment capability.
2. It is recognized that such test efforts disrupt the
normal training procedures at the Detachment and that they
should be held to a minimum, however it is only through
such tests that the intelligence collection capability can
be improved.
3. In view of the wide range of special requirements
for film. cameras, targets, installations, flight patterns,
and weather involved in the recent test series, it is
remarkable that so much was accomplished in such a short time.
Last minute changes certainly should not occur but to some
degree they are inevitable due to the nature of the work.
