At a meeting on 12 July 1966, tentative positions were finalized for use by Dr. Flax in presenting recommenda- vys for assignment of U-2 assets to the EXCOM. I believe ti:.e following positions will be stated in a final draft to be reviewed at a meeting 1000 hours, 15 July 1966, in General Stewart's office: a. It will be recommended that the dual staging capability levied on Detachment G will be reduced to a single staging capability. The savings to be expected from the reduced requirement would be in number of aircraft required rather than a reduction of personnel and support equip- ment. The goal of the board would be basic aircraft, systems and sub-systems as identical as possible for flight safety, maximum interchangeability between CIA and SAC with reconnaissance pay loads capable of "plug in" to a standard configuration. d. There are twenty U-2 aircraft available; assigned presently as follows: CIA-6, SAC-10, AFSC-4. The tenta- tive assignment will be as follows: CIA assigned seven aircraft. Three for Detachment H, three for Detachment G a_.J one for LAC/test. The latter aircraft to be maintained in configuration permitting rapid use by CIA for an opera- tional mission. SAC assigned eight aircraft. One for OL-20 (Barksdale), two at OL-19 (Bien Hoa), Davis Monthan assigned five aircraft. ~,AFSC assigned two aircraft. Modification-two aircraft. Of the present four AFSC aircraft,, one will be programmed to enter modifica- tion to the U-2 configuration this fall and one next summer. These will be in addition to SAC aircraft presently scheduled for modification. 25X1 3. Ten U-2R's will be contracted effective 1 September 1966. Approximately 18-20 months from that date will see the end of the training program at .which time nine aircraft will be con- figured and available for operational useage and one for LAC test. These ten aircraft would be assigned to CIA with test- ing and training to be conducted at Edwards North Base. At the end of the CIA training program, provided a 26 aircraft buy is finalized, and the planned production schedule of two per month is met, 11 U-2R's would then be assigned to SAC and 10 to the Agency. Production would continue until SAC had 12 aircraft and CIA 10 aircraft. This decision is justified on the basis of maintaining a separate civilian/military program and to maintain the LAC and Agency assets at North Base.
