2. These estimates are based on the following concept of
operations:
1. As requested, expense estimates in support of the
Program are forwarded for your planning purposes.
a. Subject to NRO approval, we envisioned that U-2C
aircraft will be the primary vehicle used on this project, how-
ever, U-2R assets are referred to in paragraph 2c.(1).
b. Argentina and Chile Coverage:
(1) A single operational base will be available
to support the flying activity during each time period.
(2) Detachment G (Edwards) will support these
requirements.

(3) A maximum of ten (10) days will be required
to complete the deployment, missions and redeployment.
(4) C-141 or KC-135 support will be used to
transport personnel and equipment. (Approx ^ persons
and 22, 000.1bs cargo).

3. Inasmuch as no information was included in your reference
25X1A as to whether the project would be operated under NRO sponsor-
ship (and be absorbed within the normal mission capability of OSA) or
would be conducted on a full reimbursement basis as a pure CIA project,
cost estimates have been provided to cover either contingency.
4. Attachment 1 lists cost estimates divided among NRO, USAF,
and CIA for the options listed in paragraph 2, assuming full reimburse-
ment is required.

5. If support for the project is to be sponsored by the NRO and
absorbed within the normal OSA mission, additional costs will not accrue
except as. deployments exceed from Edwards Air Force Base.
Our normal programming contemplates eployments per year from
Detachment G. and funds for such deployments are contained in our annual
budget. If the South East Asia requirements were supported by
