The following subjects and designated offices are proposed for Admiral Taylor's OSA briefing: a. Opening remarks and introduction of briefing personnel by General Bacalis. (To include mission, DDS&T/OSA organization, functions, mission-.approvals, etc.) b. IDEALIST Division - (Standard briefing content with additional emphasis on mission planning, approval (Black Book), directed, flown, take processing and distribution. Also included will be a brief statement on the threat, defensive systems and the U-2R buy.) (Standard OXCART briefing with emphasis on SKYLARK, BLACK SHIELD, and history of the deployment, and use restraint.) d. Research and Development - (Briefing specifically on ISINGLASS and Balloons.) 2. It is proposed that this briefing be concluded within 11 to 2 hours with an additional question and answer period dependent upon Admiral Taylor's time and specific interest on selected items. However, we will offer a detailed briefing on any of these functions at a later date should the Admiral express a specific interest. It is suggested that the Director of Special Activities include appropriate comments on these subjects in the initial open- ing or summary remarks and offer an additional briefing at a later date, if the Admiral so desires. We will have available in the briefing room an expert on intelligence, vulnerability and camera systems to field technical questions which may arise. 3.
