The Deputy Director for Science and Technology has requested that the Director of Special Activities obtain certain information from both the Office of Scientific Intelligence and the Office of ELINT prior to a U-2 mission. In this connection OSA will: a. Provide both OSI and OEL with proposed mission tracks in sufficient time prior to the alerting of a mission for these Offices to perform the tasks set forth herein. It is agreed that both OSI and OEL will restrict the information to those in their respective Offices with the strictest need to know. b. At mission alert time (approximately 30 hours prior to mission take-off time) furnish to OEL and OSI a specific track number and mission take-off time. c. Provide OSI and OEL with any information and/or assistance which would aid in the completion of their respective tasks. d. Levy on OSI and/or OEL any special requirements pertinent to the proposed missions which would fall within their respective special areas of competence. In support of OSA, the Office of Scientific Intel- ligence will examine the proposed mission track with respect to the latest data concerning the hostile air defense envi- ronment through which the aircraft will fly. Any information which might warrant a change in route will be communicated to OSA Intelligence Division by secure telephone or in person. This type of input is desired as soon as available and in no case later than 1000 Washington time on the morning following alert, in order for the change to be transmitted to the field. A written analysis of the mission route will be furnished OSA Intelligence Division not later than the "Go-No-Go" briefing at 1600 hours on the day following mission alert. The proce- dures above in no way preclude OSI's continuing analysis of the track up to take-off time and any vital inputs should be communicated immediately to OSA Intelligence Division. 3. In support of OSA, the Office of ELINT will provide to OSA Intelligence Division any pertinent information and/or recommendations which would affect the proposed mission from the OEL point of view. This report should be delivered to OSA Intelligence Division no later than 1000 Washington local time on the day following mission alert. Significant findings should be telephonically communicated to OSA Intelligence Division prior to the preparation of the written report. Negative reports are required. 4. In the event that it is necessary to fly a special mission, i.e., one that has not been planned previously, more critical time factors may be involved. In this case, OSA will provide both OSI and OEL with the proposed mission track as early as possible and OSI and OEL will perform their analysis function as expeditiously as possible. In this case any analytical findings may be communicated to the Chief, OSA Intelligence Division, telephonically, to be followed with a written memo.of the analysis as outlined above in Paragraphs 2 and 3.. 5. OSI and OEL will furnish OSA Control Center with a list of personnel to be contacted to perform the above analysis in event of a Saturday, Sunday or holiday alert.
