MEMORANDUM FOR THE RECORD
SUBJECT: NRO/OSA FY 1968 Budget Review with DD/S&T 25X1
1, On 18 May 1966, Gen. Ledford,
and the undersigned reviewed our submission of e NROIOSA 6
through FY 1972 proposed budget submission with Dr. Wheelon and mem-
bers of his staff. A follow-up review was accomplished on 19 May 66.
Items covered are noted below:
a. FY 1968 procurement of additional Type IV Cameras in
OXCART - Phis line entry should be modified to reflect procure-
ment of advanced systems rather than the stipulation that we
contemplate procuring system Type IV Camera.
b. Dr. Wheelon requested deletion of our pilot salary line
item in both OXCART and ISINGLASS. This matter is to be reviewed
with the DCI and its contemplated funding will be accomplished
within the OSA/CIA operating budget (Rescinded in conference of
19 May).
c. OXCART overseas base provisioning - A footnote is to be
added indicating that our FY 1968 Budget does not provide for
the creation of an alternate base to Kadena in the event diplo-
matic problems force us to leave that facility. This will also
be noted in the budget transmittal letter (Rescinded in confer-
ence of 19 May 66).
d. ISINGLASS is to be removed from the budget and treated
as a separate submission item with an explanatory letter indi-
cating a funding escalation depending upon approval progression.*
e. Within our R&D line item we are to add descriptive words
similar to those contained in the FY 1967 Program Call Estimate
submission.
