nothing objectionable except for paragraph 4. The
terminology used in paragraph 4 now gives the Deputy
Director for Reconnaissance, J-3, OJCS, the authority to
contact the mission director in event of conflict. It
then becomes a little unclear what office takes the nec-
essary steps to resolve the conflict. In the past our
operations enjoyed a high priority and conflicts were
automatically resolved in our favor.
