5. I I- JSW) The Director met with the CIA
Subcommittee of House Armed Services for an hour and a half this
morning. See Memorandum for the Record.
6. I I The Director attended a luncheon given
by Representative L. Mendel Rivers in honor of the Speaker of the House.
7. I IThe Director, accompanied by Mr. Warner,
met with Senator re arris for approximately half an hour. Senator
Harris explained in detail that contrary to the newspaper reports, he had no
intent of investigating the Agency. He advised the Director he had been
fully informed by Mr. FitzGerald and Mr. Warner on the Michigan State
University matter. He stated he was aware that Mr. Warner had been by
to see Dr. Evans inquiring if we could be of any further assistance. In response
to a question from Senator Harris, the Director explained some of the back-
ground concerning Senator McCarthy's views on the joint committee for
expanding the existing CIA Subcommittees. The Senator was most gracious
and affable and said he would like to be of assistance in whatever way he
could. The Director indicated that undoubtedly the Soviets will use some
distortions of the current NEW YORK TIMES series and stated he would
send some material as it became available.
8. The Director attended a meeting of a special 25X1 C
group of House Appropriations with Defens.e witnesses to discuss the
budget. The members present were: Representatives Mahon, Bow and
Lipscomb. This session went reasonably well and there seemed to be no
serious problems. See Memorandum for the Record.
9. Talked with Mrs. Virginia Laird, Secretary
to Senator Stuart Symington, in connection with a letter the Senator had sent
us which enclosed a St. Louis POST DISPATCH editorial on the Michigan
State University incident. I mentioned to Mrs. Laird the fact that Mr. Warner
had given the Senator a statement on this and also gave her a copy of the
CONGRESSIONAL RECORD item in which Senator Saltonstall covered the
Michigan State subject. I told Mrs. Laird that we wished to be completely
responsive to the Senator's inquiry and if he desired anything further to please
let us know. She thanked me and said she would take the matter up with the
Senator.

13. Talked with Margaret Anderson, in the
office of Senator Fran Carlson R. -Kansas), who wanted to know which tax
laws applied to "the agents" of the CIA. She said she had received a call
from a constituent who said he needed the information for completing r
tax returns he was doing for an Agency employee. . I told her. that our employees
were civilian employees of the U. S. Government and subject to the same tax
laws as any other civilian employees regardless where they were located and .
informed her that I was sure that employees of the Agency fully realized this.
She thanked me for the information and requested us to send her a short note
on the subject and this we will do.
