It is my understanding that under present arrange- 25X1A5a1 ments the is exploiting Chinese Mainland press for the immediate benefit of the Counsul General and his staff and to meet requirements from the Department of State. The State Department is not transmitting to the reading service the requirements of other agencies. 2. it is also my understanding that these same news- papers, upon receipt by FDD, are exploited to meet require- ments from CIA and the other agencies, excepting the State Department. 3. It would be appreciated if CIA/FDD would consult with the State Department to see whether it would be more efficient to have the non-State Department requirements 25X1A5a1 applied in order that those same newspapers do not need to be rehandled at Headquarters by FDD. Such anarrangement, if possible, would have the benefit of an earlier or more prompt availability of the information in such newspapers for the community.
