Attached is draft DCID 2/4 covering IAC responsibilities and arrangements for exploiting foreign language publications. 2. Approval of this DCID would provide the necessary machinery for continuing the program which to date has been carried out by the Exploitation Subcommittee of the IAC Advisory Committee on Foreign Language Publications, organized under the old NSCID #16. Coordina- tion of the present draft was accomplished through this Committee. 3. This item will be placed on the agenda of an early IAC meeting, together with the Fifth Annual Report of the Advisory Committee on Foreign Language Publications (IAC-D-60/7) and draft DCID 2/5 - Procurement of Foreign Language Publications (IAC-D-105/25). EXPLOITATION* OF FOREIGN LANGUAGE PUBLICATIONS** Pursuant to the provisions of NSCID NO. 2, paragraph -, the following policies and procedures are established. 1. The Central Intelligence Agency shall: a. Provide,ias a service of common concern, for the exploitation of fore:4gn language publications for intelligence purposes in accordance with requirements established by the IAC departments and agencies. b. Coordinate this service with similar activities maintained by the various departments and agencies of the government to satisfy their departmental requirements: Provide, that such coordination shall not prejudice the maintenance of facilities necessary to meet their departmental demands. 2. The various departments and agencies of the government shall keep vqoi the Central Intelligence Agency advised of departmental activities in the exploitation and translation of foreign language publications. 3. There is hereby established the Committee on Exploitation of Foreign Language Publications, an interdepartmental committee under the chair- manship of the Central Intelligence Agency. Members of the IAC are invited to designate representatives to this Committee. Other departments and agencies of the government may be invited by the Committee to participate in discussions of matters in which-they have an interest. The Committee shall advise and assist the Central Intelligence Agency in the implementation of this directive. Exploitation of forei. n language ublications includes the , g p , preparation in English of annotated bibliographies, abstracts of articles or publications, extracts or summaries of specific information in publications, selective trans- lation of key portions of publications, compilations and collations of specific information from a variety of publications and the use of special approaches and techniques to derive or synthesize information required and available from foreign language publications. Publications are defined for the purpose of this DCID as: "Any multi-copy works, excluding maps, placed on sale or otherwise distributed or offered for distribution."
