Some of you were kind enough to comment favorably on the first
Newsletter. We are hoping that you will not limit yourselves to comment,
but will send us items as contributions to the news about you and your
activities.
Changes in ICD
The following changes are effective in the management of ICD. Mr George
A. Pope, former Chief of the Division, has been reassigned within the Depart-
ment prior to a field assignment. I am sure that you join me in wishing
George the best of luck on his new duties, and in expressing to him our
appreciation for his many years of service in our program. I have been
designated Chief of ICD, with Mr. J. Roland Jacobs as Deputy.
Fiscal Matters
Some of you may be concerned about the availability of funds to pro-
vide publications support to WF, SP and AMS, and about the procedures put
into effect this year to establish post allotments for these agencies. A
copy of C4-2329 dated September 9, 1958 was sent to each-of you, describing
the procedures and details concerning the allocation of funds by the Re-
gional Bureaus in the Department. CA-2329 is not an authorizing document
providing funds, but it does explain how funds are allocated. I suggest
that you refer to the fiscal staff at your post to determine the amount of
funds authorized you for publications procurement during FY 59. All posts
should have received by now advises of allotments for this purpose. Please
write me directly if you have any questions.

discuss matters of mutual interest at the following posts:

Counterpart Fund Program
ti
The U.S. Congress approved in 1958 amendments to Public Law 480,
which, in brief, authorize the Library of Congress and the National Science
Foundation to present to Congress for appropriations, programs involving
the procurement, indexing, abstracting and translation of publications in
countries having counterpart funds available. It is much too early in the
program to write you any details. There is considerable planning being done
by the Department and other agencies in Washington to blend this program in
with existing ones. I shall keep you fully posted as appropriate.
Consolidated Selection Guide
We decided recently to consolidate several instructions covering re-
quirements of various consumers, into one comprehensive, up-to-date
selection guide. This is being sent to you in the form of a Departmental
instruction (CA-3251 of October 7), which contains the revised general and
specific requirements of LIB, WF, SP and AMS.
Far East Evaluation Study
Many of the users of the publications procurement program are represented
in Washington on an inter-agency procurement committee. The members of this
committee have cooperated in the preparation of a Departmental instruction
(CA-3212 of October 7), outlining the value of overt FE literature to intelli-
gence, with specific examples. The instruction has been sent to all FE posts
and to those. posts in other areas which also contribute Far Eastern publications.
PO Travel
The following are either planned or completed trips for the Publications
Officers listed:
1. Harry Barnes (Moscow), to Siberia, Irkutsk, and Yakutsk;
2. Mary Lyddane (London), to cities in central England, and
Belfast and Dublin.
3, Anthony Lewis (Cairo), to Khartoum, Jordan, Syria, and Lebanon.
4+. John Bradley (MPO, Tokyo), to Southeast Asia.

1. Each of you has received a copy of our list of full- and
part-time Publications Officers dated September 15, 1958. We shall
try to revise the list periodically. The latest revision is attached.
2. Paul A. Smith, Jr., currently assigned to the Department, has
been selected to go to Moscow as Publications Officer sometime in Jan-
uary. He has served at Bucharest, Trieste and Vienna, and has completed
language and area studies at Harvard's Russian Research Center.
3. Richard D. Nethercut, newly designated Publications Officer
at Hong Kong, has had extensive Chinese language and area training, and
comes well-qualified to his new assignment. He has the benefit of the
continued services of Bill Thomas, the former PO there. Bill will be
just down the hall from Dick, so that the effective program at this im-
portant post will continue without interruption. We want to take this
opportunity to record our sincere appreciation to Bill for a job well done.
I thank each of you for your continued interest in the publications
program. We appreciate the value of the work you are doing and assure
you that the Washington agencies are aware of and grateful for your efforts.
