Response has not been consistent, and yet items of considerable value hai resulted. For example, those of you who travel and report on the current publications situation in the areas you visit may be interested to learn that we reproduce your more significant reports and make them available to other offices in the Depart- ment. Extracts of these are also furnished to the inter-agency publica- tions procurement committee in Washington. In view of the general interest in such reports, P0's performing travel might well send in selected trip reports as despatches. But in whatever form they may come in, such contributions are most welcome. Fiscal Matters Most posts have replied to CA-5017 of December 8, 1958, requesting special current status reports on obligations against WF, SP and AMS publications procurement allotments. Since adjustments of allotments to provide P0's with necessary support must await the receipt of these data, posts which have not yet replied should do so without delay. Adjustments of allotments previously supplied to certain EUR posts are now being made and similar changes are being drawn up for posts in FE, NEA (including Africa) and ARA. Survey Trips have returned from their survey trip, and from mine. We visited a number of the posts jointly and are grateful to all concerned for the many kindnesses and courtesies shown us. Our respective reports on these trips, with comments and recommendations, will be submitted to the appropriate authorities. Counterpart Fund Program PL 480) Although there is little that is concrete to be reported, yet, several proposals have been put forward by the National S-eience Foundation, WF and the Library of Congress. I shall continue to keep you informed of develop- ments. Bradley (Tokyo), to Southeast Asia. Personal Notes 1. The latest list of full-time and part-time Publications Officers is attached. 2. Harry Barnes has completed his two-year assignment at Moscow and will report back to the Department this February. We want to take this opportunity to thank Harry for his cooperation and to congratulate him on a job well done. He is to be assigned to EE in the Department and is to be replaced by Paul A. Smith of that office, We welcome I ul and wish him puceess in his new assignment. 3. William J. Drew, Economic Officer, and Wilbur W. Hitchcock, Political Officer, have been carrying out the duties of part-time PO at Embassy, Vientiane. The fact that Mr. Drew hap a fluent command of French and Mr. Hitchcock has been trained in Laotian leads us to anticipate a particularly active publications procurement program at the post. 4. The Embassy at Tel Aviv has net as yet named a part-time publi- cations officer and it is anticipated that the post will soon notify the Department of its designation, Marcel van E sen, who has been part-time Publications Officer at Dakar, has just left-there on transfer and home leave and has been replaced by Joseph A. Harary; notification is antici- pated from the post as to who will assume the duties of part-time Publi- cations Officer. The same is expected soon from Leopoldville. There Ruth J. Torrance, until recently part-time Publications Officer, has departed on home leave and transfer. She has been replaced at the post by Jerome Le Vallee. 5.
