In view of certain queries received from field posts s it is believed that the information developed below will be of assistance to all PO's in further describing these procedures. Method oll_E1111111;12160 Funds for WF. SP and AMS The specific document which outlines the basic points developed below is CA-72 of July 2s 1959. This instruction should be read In conjunction with CA-1005 of July 30, 1959, which describes the re- quirements of the agencies cited above in terms of voluntary selection for them and Llis and summarizes the amounts of money each agency has authorized to field posts. WF has provided funds to, all PO posts; if publication needs of SP and AMS i,an be filled by posts to which no SP or AMS funds have been authorized; this information should be brought to the attention of ICD/FP. This yerp each specffic order that, you receive contains its own authorization for funds. You will not have a "block' of funds for both specific orders and "selection" items as last year. All funds actually remain under Department control ands since this is a central working funds you are not faced with the problem of "obligating monies out of S & E funds at the post. This has an interesting effect on the fiscal-year-end problem it ceases to be a problan. That is, if you had received the above order ins let us says late June, 19600 the four immediately available items would be purchased on the spot out of FY 60 funds. The fifth item, available in, rid- August let us says would simply be purchased out of FY 61 funds (without any need for special authorization from Washington) as if you bad just received the order that day. Thus, there is no carry- ing over of obligated" funds even at the close of the Fiscal Year. Of courses simply to help us idOdtify the Itema- the FY 61 voucher would list this item as "Item 5. WF 10/600 $7.25," and the same voucher might list items from other FY 60 or FY 61 orders. In shorts froM your standpoint, it's almost as if there was no such thing as a Fiscal Year an item could be bought even two or three years after we had requested it without requiring any further authorization than the original requests and bought out of current funds as if it were an order just received. .From a practical standpoints of aourses if you notified us that an item would not be available for a consider- able time, we would probably instruct you to let the matter drop. So much, for specific orders. Funds for "selection" activity have. been authorized separately. At certain posts these amounts may appear smaller than last year, but actually the reverse is true since you will not be charging the specific orders against selection funds but will use such funds exclusively for selection activity. The selection funds which have been authorized to date are to be considered initial funds only and not restrictive in any sense, particularly in the ease of WF. If you can use the money, these amounts can be readily increased We would like you to keep Graphics funds, and SP, WF, AMS funds quite separate. Normally, we'd prefer that you not use one fund. for another agency or purpose even when pressed for cash to get some items that may be unavailable in a week or two. We have not provided you with ay "selection" money for graphics procurement.. If you now feel that you can use some, let us know and we'll provide you with a small "kitty" for immediate necessities. On the other hand, if you 4re not sure of any immediate need, you can always notify us of a desirable item you'd like to purchase (telling us how much you'd need for this) and let us send you the necessary funds by return OM. Annual Renewal Lists The preparation of lists indicating renewal orders of current subscriptions to newspapers and periodicals is under way. The EE posts, most of Which face very early target dates for submitting renewal orders to foreign outlets and dealers, are again being given Priority treatment in drawing up these lists. The USSR list has been completed and sent to PO Moscow, with portions of the list to PO's in Berlin, Paris, and Warsaw. The European and Far East Satel- lite lists are approaching cotpletion. "Stopping" a subscription is often more difficult than placing it. The cooperation of PO's, GSO's and DO's in this connection will be sincerely appreciated. PL 1180 Action on revised Library of Congress and National Science Foundation budget estimates submitted for FY 1960 was postponed in June until January 1961 by the Senate Appropriations Committee, which requested submission of new PL 480 budget estimates at that time that will take into consideration various objections and new factors brought out in the Congressional hearings. At the moment-- and subject to change as levels of PL 480 funds available in different countries fluctuate--some of the countries in which programs might eventually develop are Brazil, India; Israel, Indonesia, Pakistan, Poland, Spain, the United Arab Republic and Yugoslavia. With funds previously authorized, the National Science Foundation has been able to proceed actively with Its pilot project in Israel, conclude contract negotiations in Poland for translation of Polish- language publications, and progress well with contract negotiations in Yugoslavia. Over 10,000 pages of translations of Russian language publicabions have been done so far in Israel, and a change being made in the contract there will include printing of 500 to 1;100 copies of translations. The contract in. Poland is for 19,000 pages of translations. The latest list of regional and part-time Publications Officers is attached. 2.i Eugenie Zawadiki, regional po at Berlin, was taken seriously ill in Stockholm last June while on a survey trip,- and was in a hospital there during July and August. She has just written that she is back at Berlin and working half-days, Everyone here Was delighted at this good. peva and wishes her full recovery soon. 3. Dorothea Nba aaanmed her new duties as regional PO at Paris in AUguat? replacing Manuel Sanchez, Mr. Sanchez has been assigned to a tour of duty in the Department. The record of service established during his fourteen years at Paris is a matter of great prida to the Department and this Division. 4. The following POs recently reported for debriefing on their way through Washington: David S. Lusby, who served as part-time PO at Vienna; Parke D. Masse, Jr., who was Principal Officer at Abidjan and performed the part-time PO activity in addition to his other duties; Nicholas V. McCausland, Who has returned to Santiago, Chile after home leave; Christopher Van Haien, from Karachi; Byron B. dorton? Jr., on emergency leave in the U.S., return- ing to Moscow; Recently briefed were: E.
