Thank you for your letter of August 29, 1960 in which you set
forth the concern of the Committee on Procurement of Foreign Publi-
cations of the United States Intelligence Board (PROCIB) over the
publications coverage from Latin America. As you know the Bureau
of Intelligence and Research shares your and the Committee's concern.
I provided a copy of your letter to our Executive Staff with the
request that it be forwarded to the central, budget office of the
Department in order to strengthen our previously submitted request
for a full-time Regional Publications Officer for Latin America.
In this regard it may prove timely for I understand informally that
proposed FY 1962 increases in various posts are being pared down
now that firm budget figures for FY 1961 are available.
We welcome the proposal since it provides an opportunity to get the
job done.
