-65-022 Approved For F?F Jd%io4: U A hbNPOOO8 1500 7-9 25X1A TO: SUBJECT: Definitive Proposal for Multi-Sensor System Study In accordance with Message No 8812, dated 7 December 1964, enclosed are our technical and cost proposals for the Definitive Contract. 25X1A 25X1A As you are aware, we have spent time since 7 December 1965 in establishing security ground rules under which we can operate with Itek as the prime contractor and as subcontractors. We have, addition- ally, spent considerable time defining the total amount of work to be performed within our own corporation. This definition is necessary since we have programmed an equivalent amount of dollars in effort closely re- lated to the work described in the statement of work. It should be noted that this definition effort has not impeded our exchanges with the three subcontractors or progress towards the accomplishment of the contractual technical goal. In our discussions and analyses with the subcontractors we are also convinced that each of them is similarly expending funds in addition to those identified in the enclosed cost proposal. The enclosed Work Statement defines the specific areas of work for which we are requesting your financial support under this contract. The isolation of the work in this fashion allows the cost proposal to stand on its own merit in relationship to the work to be performed. Owing to the time necessary to establish our administrative procedures, you will note that we intend to submit our final report 30 May. The work undertaken will be generally in accordance with Itek Pro- posal 3172 entitled "Cooperative Multi-Sensor Reconnaissance for Time Compression of the Intelligence Cycle" dated 1 October 1964. The objec- tives and study plan and summarized in the attached Exhibit A. The study program will culminate with the submission of a final report recom- mending a milti-sensor system and providing a preliminary reconnaissance system description suitable for installation in a RA5C or TFX type aircraft. Present recon systems gather a vast amount of data and current intelligence processing techniques are inadequate to process the data collected quickly enough to meet many situations. The objectives of this study is to evaluate various techniques for greatly compressing the time cycle between data collection and finished processing (reduction of data, interpretation, analysis, and preparation of an intelli- gence report). System Concept The high rate of data collection with present systems poses a diffi- cult problem in time compression. Although certain efficiencies in data processing will save time, the most fruitful area to pursue is that of identifying in near real time the data which is most important from a timeliness viewpoint and processing that data first. High time priority targets have certain characteristics which can often be detected in real Study Plan The objective of the study is to recommend an advanced system suit- able for installation in the RA5C or TFX with parallel IOIC improvements.
