This memorandum contains a recommendation submitted for concurrence of the undersigned. Such recommendation is contained in Paragraph 6. 2. Task Order No. 9 covers fabrication and delivery of print_ `..+ ers, titlers, densitometers, rewinds, and enlargers for NPIC. This Amendment No. 2 covers procurement of an additional densitometer table and overhaul of a Flexowriter itler for RNR1fAR2"R~'+4effikaNriYV, :r.:v _ __ _ _ 3. Under Task Order No. 9, as amended, has ~ , 'obligated. This Amendment No. 2 obligates ial fAchargeable to the following NPIC ccoun um ers 3155 -1050 -6000, Obligation Ref. No. 9051. 25X1A 25X1A - 3155 -1032 -6000, Obligation Ref. No. 23. Funds for these procurement actions are included in Memorandums from Assistant for Admin., NPIC to Chief, Contract Division, dated 1 February 1963 and 3 April 1963. By concurrence to this memoran- dum the Chief, Budget and Finance Branch signigies that sufficient funds are available for this obligation. 4. The services and equipment being procured by this Amend- ment No. 2 are in furtherance of a National Defense Program, the nature of which cannot be publicly disclosed for security reasons. The undersigned Contracting Officer therefore determines that this procurement must be accomplished by negotiations pursuant to the authority of Section 3(a) of PL 81_110 and Class Determination and Finding, OXC_2122, signed by the DDCI on 25 October 1961. 5. Certification of funds for this contract will be handled under the procedure approved by the Director of Central Intelligence on 15 December 1956 which, in effect, results in all covert expenses involving issuance of Treasury Checks being accumulated in a sepa- rate account within the Finance Division. This procedure eliminates the necessity for a separate certification of authority under Section 8(b) of Public Law 110, 81st Congress (formerly 10(B) - see 85-507 dated 7/7/58) for each contract. 6.
