2. Dr. Wheelon discussed in some detail the original charter
of the RDRB, including its purpose, membership, and frequency
of meetings. The board agreed that meetings should be held
once a month and that the charter membership should be amended
to include only those Agency components involved in research
and development.

ACTION: Charter amendments will be discussed at the
next meeting of the Board.
3. One of the functions of the Research and Development Review
Board is to implement the recommendations of the DCI's Scien-
tific Advisory Board (Dr. Kinzel, Chairman), which are approved
by the Director. The members of the Board agreed that the re-
lationship between the RDRB and the SAB should be clearly de-
fined so that both groups may effectively carry out their
mission.
ACTION: This interrelationship will be the subject of
a subsequent Board meeting.
4. The members of the Board expressed their willingness to
cooperate and devote a good deal of their time to making the
RDRB a useful internal mechanism.
5. Messrs. Clarke and _of the Office of Budget, Program
Analysis, and Manpower then briefed the Board on various aspects
of the 1964-65 Agency R&D budget. A copy of the briefing notes
is attached. to these minutes.

ACTION: Mr. Clarke indicated that he would personally
discuss the 1964-65 budget with each R&D com-
ponent.
6. It was agreed that each of the Agency R&D components would
brief the Board on its R&D activities.
ACTION: ORD is scheduled for a February briefing.
7. Agenda items for the next RDRB meeting to be held on
20 January 1964 at 2 p.m. in room 3E13:
a. Approval of the minutes.
b. Discussion of proposed amendments to the original
