RESEARCH AND DEVELOPMENT REVIEW BOARD
An Agency Research and Development Review Board is established
for the purpose of reviewing and integrating research and
development activities, and scientific.and technical efforts,.
in the various Agency components concerned. The Board shall
ensure that all scientific'and technical activities are constantly
related to the broadest interpretation of the.Agency's mission,
and shall constitute a reviewing body for the Agency's research
and development effort as a whole.
a. The board is composed. as follows:
Deputy Director (Science and Technology) Chairman
Assistant Deputy Director (Science and
Technology) Member
Chief, Technical Services Division Member
Director. of Communications Member
Director, National Photographic Interpretation
Center Member
a. The Research and Development Review Board shall:
(1) Keep the DCI and the DDCI informed of significant
projects, problems, and progress on Agency scientific
and technical problems.
(2) Uncover areas of mutual interest and concern among
the various participating components. This calls for
a continuing review of adequacy of numbers and kinds
of personnel, budgets, programs, etc.
(3) Seek means of constantly improving the quality and
scope of the Agency's R&D effort.

(4) Surface problems related to overlapping or conflict-
ing activities or missions.
(5) Assign specific research and development problems
for primary cognizance to the Agency component best
able to pursue them.
(6) Review the effectiveness of the Agency's liaison
with R&D activities in other parts of the Federal
Government.
(7) Provide an internal mechanism for discussin and
i.mplementit; those recommendations of the Scientific
Advisory Board which --are___ by the DCI see

b. The Executive Secretary shall arrange for regular meetings
and prepare necessary action directives to assure that
decisions of the Board are recorded and executed. He shall
accept items for consideration by the Board and ensure that
specific substantive technical and scientific matters have
been properly coordinated before placing them on the Board's
agenda.
