Consultant, ouse Committee on Foreign Affairs, and discussed briefly
the Kennedy-Mundt amendment to the Foreign Aid Bill of 1966 calling
for a study commission. Mr. Westphal expressed his personal opinion
that this amendment probably would not survive conference.
