Approved For Release 2006/10/19: CIA-RDP67B00446R000600030002-1 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Tuesday - 12 October 1965 1, Talked with Dr. Albert Westphal, Staff Consultant, Committee on Foreign Affairs, concerning prognosis for Senate Committee action on H. R. 6277, Foreign Service Act Amendments. Dr. Westphal advised that he had learned from Carl Marcy, Chief of Staff, Committee on Foreign Relations, that the Senate Committee would not consider the bill this session. Dr. Westphal also advised that because of the comprehensive revisions in the personnel system envisaged under the bill, the bill would receive most thorough review by the Senate Committee. 2. Talked with Mr. William Woodyear, Department of State, concerning H. R. 6277; and he advised that while the amendments which were adopted by the House had stolen much of the thunder from the opposition to the bill by Government employees' and veterans' organizations, the veterans' groups still feel that the dropping of veterans' preference is a significant erosion, which they will continue to fight against. Mr. Woodyear felt that the amendments calling for a voluntary transfer to the new personnel system and overseas service only on a volunteer basis for transfer employees had pretty much satisfied the Government employees' group. In connection with obtaining annuity adjustment similar to the Civil Service Act amendments just passed, Mr. Woodyear advised that the Department would not seek to obtain a rider on the pay bill but have been pretty much promised favorable action by their Committees in tle next session. He also said that they think they would be able to work out the amendment to obtain the cost-of-living adjustment on a prospective basis covering employees who retire before 1 July 1966.
