The attached file being sent to you against possibility that Director might call you in at eleventh hour to help him deal with subject as emissary of the President or Secretary Rusk. File contains existing bills, reports, and Congressional Record. 2. At approximately 1200 hours, 0 said he had to STAT write a paper for Cord Meyer to be used in briefing DCI. All he knew about it is that it involved shipping and that Senator Russell was opposed to the legislation and that Secretary Rusk was pushing it. 0 STAT wanted to get a feel of what it was all about. He recontacted State and State. defined the subject matter more precisely to the material in the attached file. said that, as a result of this recontact with State, he could prepare his memorandum without getting any material from us. 3. The three bills involved passed the/House last Monday.
