Subject: Additions to Standard Distribution
List for Scientific Intelligence Reports
Provisional Reports; halemoranda;
and Research Aids
1. We are not permitted by CIA policy to distribute automatically
to private individual contractors copies of the Scientific Intelligence
Digest and the other 081 publications as requested in References (A)
and (B)..
2. The reason for this is that contracts are for specific purposes
within specified limits and OCR has no way of monitoring or determining
which of the classified material involved is pertinent to the OSI contracts
and which is not.
3. It is well established procedure in this Agency that the Project
Control Officer is responsible for furnishing the contractor with material
both classified and unclassified which he needs in order to fullfirll his
contract. The Project Control Officer must:
a. determine what material to pertinent to the contract,
b. determine that the contractor has a need-to-know for the
classified material and an official need for the unclassified
material involved,
c. obtain approvals for the release of the classified information
from the originators, if necessary, and
have assurance that the contractor has instituted proper
security controls.
