1. Reference is made to cur meeting of 12 February in which
we discussed Graphics Register's procedures for handling requests
for photographic enclosures to Army., Navy and Air Pbrce reports.
The following points were arrived at*
a) It was agreed that occasional delays in obtain-
ing copies of enclosures are due to internal
procedures within the Defense a;enc ies, particu-
larly the Department of the Navy.
b) No real problem exists with the Army.
c) Obtaining Air Force enclosures is no problems
except for those enclosures to a series of
reports prepared by collection groups who
exploit open source publications.
2. Enclosures to the latter type of report generally
originate in the J th and 7OSOth intelligence Service Groups and
are filed at the Air Research Division, Library of Congress where
they may be ordered on a loan basis. %"hscn requests for these
enclosures were received in Graphics Register, we returned them
to the requester stating that the CIA Library could obtain the
clippings on loan.
3. As a result of our discussion, it waeag a twat all C 14
requests for photographic enclosures to Ini ormation Reports will
be sent to Graphics Register. OR will then obtain the requested
photos through its own channels or, if the request is inappropriate
for OR handling,, will send the request to the Library with
appropriate directions for processing the request.
